If you apply 12 V directly to the fuel pump (fuel line not attached to the carbs) does it flow?

If you apply 12 V directly to the starter motor (not attached to the engine) does it spin?

After that yes,

If you apply 12 V to the starter relay trigger circuit, does it apply 12 V power to the starter motor and does it spin (attached to the engine)?

After that yes,

Have you checked your safety switches?
* Clutch Lever safety switch
* Neutral safety switch
* Kick stand safety switch
* Tip over safety switch

Have you checked that your switches are in working order?
* Ignition switch
* Kill switch
* Starter switch

Some times trying to start a hydro locked engine will burn out the starter motor.
Some times the starter solenoid goes bad.
Some times the safety switches are not working correctly or have damage in the harness that prevents the bike from seeing the system as safe.
Some times the switches get corrosion on the contacts and prevent it from moving enough electricity.
