They'd have to, because the big plate can't be the anchor. The stem needs to rotate independently of that anchor, so I'm curious why the plate is in between the steering lock nuts, and how you have a free floating plate in between the top yoke/ lock nuts?

If you tighten the lock nuts to keep tension on the steering bearings the forks would be locked to the frame. Unless you run both lock nuts under that plate, but then you still can't tighten the top yoke against the stem without pinching the plate. Either a floppy top yoke or bound forks. I can't see what's going on there.

I trimmed the existing shoulder down to be smaller. 2 bolts per bar, 1 bolt per riser

@Mattson they're not "real" delivery people. Mostly college students or whatever looking to make a little money. They show up in beat-to-fuck cars and toss your package at your general area like a newspaper boy on a bicycle and you just gotta hope it's packed well enough. A bunch of people have actually complained about them enough that Amazon marks their account for "actual delivery service only."

Not to say they don't deserve compensation for the service they provide. Just saying they aren't what I'd call "professionals."
