I usually use a 4 or 5mm wall thickness with Al. There is no reason to go so large with the OD but you do want something there to keep the spacer from moving over in the wheel when the axle isn't locating it. I've seen a few oem spacers with a ring welded or pressed onto the tube to make fitting the axle easier.

That will work just fine. I pulled notched spacers like that out of some of the Ducati wheels I've worked with.
