I want to keep the original clip-ons on my F2, but turn them out till they are almost straight. Does anyone if the internal weights can be removed, and will it hurt to cut the stop tab off the bottom of the bars that hits the top triple clamp?

Removing the internal weights will probably affect vibration and maybe steering speed, but otherwise it shouldn't be an issue. the stop tab is to prevent them from twisting around the tube if enough pressure gets applied, but crank the bolts tight enough and they wont go anywhere.

If you have your controlls off. Maybee try flipping them also. Just check out what the angle is like that and see if you like it. ;)

I tried flipping them (left-right and upside down) on my F2 for a more upright angle, but it didn't work so well, something about the wrist angle was really uncomfortable for me. Try it though, you never know!
