This is a basic single phase charging system, with the lighting grounds (Black/White), combined with chassis grounds for the turn signals. One point to check is the ground lug shown just above the generator -- it grounds the electrical system B/W wire to the frame, though I have no idea where it attaches. According to the diagram the B/W wire only grounds to that one lug, and if it's not connected any lights grounded by it will not function unless they are grounded directly to the frame. If you can't find the ground terminal all you need to do is ground the B/W wire to the frame pretty much anywhere you can find it. Note: ground it to the frame, not anywhere on the forks.
As to the battery voltage dropping 0.6 volts when the key is turned on -- this is perfectly normal as turning on the key applies a load to the battery, and if the engine is not running there is no alternative source for power and the battery voltage will drop. If you get the same readings with the engine running the generator or rectifier may be defective.
