Detail sander (those vibrating triangle sanding things) is the tool made for this purpose.

That's probably overkill in your case though. Scotchbrite pad or a sanding sponge should do for painting when cosmetic surfacing isn't needed. Steel wool also works well for getting in corners (its basically what Scotch Brite pads are designed to replace).

Or just wrap the sandpaper around a wood block so you can get into the corner. May need to have slightly less than 90 degree corned on the block if the walls aren't straight. Takes some patience and tears up sandpaper, but works for small areas.
