If you are going to do the prep work then do a quality paint job. If you are doing bedliner then just spray it on.
I just thought if he wanted bed liner to stick and not chip off down the road he could do quality prep work but fuck it rhino liner spray bomb the fuck out of everything even your tires it might give you better grip
Why bedliner?
Because I don't want to pay for paint nor do I want to get pissed when I scratch a nice paint job up. & bed liner done right holds up really good.

I wouldn't strip it down completely, factory primer/paint is on the plastic/tank amazingly well. Scuff it up with some 400, smooth it with 600. Wipe it off with some windex/acetone (some kinda spray/liquid that will evaporate completely) and a tack cloth then spray it on.
