to scuff it up or to strip the chrome completely off?

Id sandblast it really good then spray it with an epoxy primer so it sticks

I think I have seen the guys at some different chopper places on the TV shows just rough them up with steel wool and then primer and paint.

sandblast it but make sure you dont eat right through the part then epoxy primer and sand smooth

Steel wool wont touch chrome.. you could probably get away with using a DA sander but sandblasting would be the best bet.. Just enough to give it a dull finish/haze. Then spray it with the epoxy primer.. that will stick like no other.
