Just a shot in the dark here, but is that the carb heater circuit? If so, I'd assume 1 and 2 connect to the carbs, and 3 connects somewhere else. The most likely place I see is the bolt in the top right corner (labeled just "T5"), which would probably be replaced by a fitting, just like on the pump, but again, that's a shot in the dark.

If that's the case, you can just block both ends and run the carbs dry.
