Maybe it's not steel.....i don't think such a thing exists. in both pics, the rotors are just covered in brake pad dust/residue. the actual rotor will still be bare steel
:edit: steel that is black has a coating or is painted, the pads will just rub the coating off, down to the bare steel.

But I've heard that the hardness is of SiC only softer than diamondAgain, its a coating and coatings dont last there. Coatings are good for pistons skirts.
